Exchange 2003 Management Tools supported operating systems are, Windows Server 2000 and Windows Server 2003.
Technical Background
Error message ‘The “Internet Information Services Snap-In” component of the Microsoft Internet Information Services (IIS) is either not installed or disabled’ is received when attempting to install the Exchange 2003 Management tools on a Windows 2008 Server.
You can have Exchange 2003 SP2 servers in your Windows 2008 forest but not directly installed on a Windows 2008 Server. Therefore, you cannot install the Exchange Management Tools for Exchange 2003 on a computer running Windows Server 2008 OS.

Resolution
Using WMI account query method does not affect the functionality of the Argent Exchange Monitor.
You can find this drop down option under Argent Exchange Monitor > Administration > Licence Manager > Licensed Servers > Select the Properties of the licensed exchange server by using right click.
